BVSD APEX

The Problem

As part of the Boulder Valley School District (BVSD) APEX capital improvement program, Arapahoe Ridge High School in Boulder, Colorado required extensive asbestos-containing building materials (ACBM) abatement prior to planned renovations and mechanical upgrades. While Colorado Hazard Control was not the low bidder for the abatement scope, BVSD selected our firm based on demonstrated past performance, technical capability, and successful delivery of similar projects, as documented in our submitted prequalification packet.

A comprehensive asbestos inspection identified multiple regulated and trace asbestos materials throughout the facility that would be impacted by construction activities. Impacted materials included asbestos-containing pipe insulation, floor tile and mastic, wall and ceiling textures, and substantial quantities of trace asbestos drywall, joint compound, and CMU block sealant. The work spanned multiple phases and building levels and required precise coordination to support a phased renovation schedule on an active school campus.

The Solution

Colorado Hazard Control executed a multi-phase asbestos abatement program in accordance with CDPHE, OSHA, EPA, and BVSD requirements. All work was performed under third-party environmental oversight and included full and secondary containments, HEPA-filtered negative air systems exhausted to the exterior, and dedicated worker decontamination and waste load-out units.

The abatement scope included:

All regulated abatement activities were completed within controlled containments, followed by detailed cleaning, visual inspections, and final clearance air monitoring using TEM and PCM methods as required.

The Results

Despite significant increases in drywall and CMU abatement quantities beyond the original design assumptions, Colorado Hazard Control successfully absorbed the expanded scope without impacting the overall project schedule. Through proactive field coordination, efficient sequencing, and experienced supervision, all abatement phases were completed in alignment with the APEX construction timeline.

Final clearance was achieved for all regulated areas in compliance with CDPHE and BVSD standards, allowing renovation and mechanical upgrade work to proceed safely and without delay. The project reinforced BVSD’s decision to select Colorado Hazard Control based on proven performance and demonstrated our ability to manage complex, evolving abatement scopes while maintaining schedule certainty on critical school modernization projects.
